This is a new installation. I purchased the product yesterday.
I have reviewed your "p3dStarter issues" topic, and I can say this:
(1) I have option.ini files for all installed PMDG variants, and they all contain the required [SDK] lines.
(2) I have the four NGXu airplane panel states files.
(3) I have installed MakeRwys.exe version 5.13.
(4) I have installed LorbySceneryExport.exe.
Furthermore,
(1) I have read the documentation.
(2) I have understood the documentation.
(3) I have followed what is written.
(4) I don't think my brain missed some part of it.
My experience with the software applications I have developed over the years has lead me to conclude
that a lot of the software written for flight simulation simply assumes that everything is in order.
If something goes wrong, it crashes without an error message and the user is left to wonder what happened.

Verify that you run p3dStarter as administrator.
Verify that you that the MakeRwys.exe and LorbySceneryExport.exe in the main Prepar3D folder.
The first time you run p3dStarter, you are ask to create a runway database. Does this occur?
Check in main Prepar3D folder that a runways2.xml exists.
A PM has been sent to you with a p3dStarter exe. Just unzip to the rksoftware p3dStarter folder

Fixed with new p3dStarter update.
